Based on Article 12, paragraph (2) and Article 13, paragraph (4) of the Law on Textbooks in Primary and Secondary Education ("Official Gazette of the Republic of North Macedonia" No. 3/25 and 74/25), the Ministry of Education and Science – Pedagogical Service, announces
CALL
for textbooks in general secondary education (gymnasium)
1. GENERAL CONDITIONS
Ordering party: Ministry of Education and Science – Pedagogical Service
Subject of the Call for Textbooks:
Collecting offers for manuscripts for approval and publishing of one textbook for the following subject:

Serbian Language and Literature for the 1st (first) year of general secondary education (gymnasium)
1.1. The right to participate in the Call for Textbooks is granted to publishers of textbooks in the Republic of North Macedonia who submit the required documentation prescribed in Article 13 of the Law on Textbooks in Primary and Secondary Education (“Official Gazette of the Republic of North Macedonia” No. 3/25 and 74/25).
1.2. The Call is public, open, and anonymous.
1.3. Each publisher may participate with only one manuscript for one textbook for one subject.
1.4. Authors of textbooks cannot be employees of the Ministry of Education and Science, the Bureau for Development of Education, Pedagogical Service, National Agency for European Educational Programs and Mobility, State Education Inspectorate, Center for Vocational Education Development, State Examination Center, Adult Education Center, Administration for the Development and Advancement of Education in the Languages of Communities, president, deputy president, or member of the National Commission for Textbooks for Primary and Secondary Education, as well as president and member of the reviewers’ commission.
1.5. The manuscript for the textbook must be prepared according to the curriculum and syllabus for the respective year, subject, and the Textbook Development Concept.
1.6. The manuscript must meet the conditions and standards in accordance with the Textbook Development Concept.
1.7. The manuscript must be submitted in 5 (five) printed copies and 1 (one) electronic copy (CD/USB), graphically and linguistically edited.
1.7.1. The manuscript must not contain photographs, illustrations, or content taken from third parties for which the publisher has not secured copyright permissions.
1.7.2. The manuscript must not contain advertising messages, announcements, or content promoting discrimination based on any grounds prohibited by the Law on Prevention and Protection against Discrimination.
1.8. Publishers must submit the manuscript in the language and script in which the teaching is conducted.
1.9. Rights and obligations between the publisher and the Ministry of Education and Science are regulated by a contract.
2. DEADLINES
2.1 Manuscripts must be submitted no later than August 25, 2025.
3. COMPETITION DOCUMENTATION
3.1. The documentation includes: curriculum and syllabus for the respective year and subject, the Textbook Development Concept, and the Law on Textbooks in Primary and Secondary Education.
3.2. The competition documentation can be obtained at the premises of the Ministry of Education and Science – Pedagogical Service, “Sv. Kiril i Metodij” St. No. 54 – Skopje or at the following links:
4. SUBMISSION OF TEXTBOOK MANUSCRIPTS
4.1. Manuscript offers must be sent by registered mail or delivered in person to the Registry Office of the Ministry of Education and Science – Pedagogical Service, “Sv. Kiril i Metodij” St. No. 54 – Skopje, ground floor.
4.2. The front side of the package, in the upper left corner, must be marked "DO NOT OPEN" and "CALL FOR APPROVAL AND PUBLISHING OF TEXTBOOKS", along with the title of the textbook manuscript and the year. In the center, the address: MINISTRY OF EDUCATION AND SCIENCE – PEDAGOGICAL SERVICE, “Sv. Kiril i Metodij” St. No. 54 – Skopje.
4.3. Publishers must submit in the package marked "DO NOT OPEN":

5 (five) printed copies of the manuscript and 1 (one) electronic copy (CD/USB), graphically and linguistically edited, in a sealed envelope also marked "DO NOT OPEN";

proof of registered publishing activity for at least five years;

contact details (phone number, email, and address);
-
full names of the author(s);
-
certificate or diploma of completed relevant education (original or notarized copy). Authors with foreign education must submit a recognition decision issued by the Ministry of Education and Science;

confirmation of work experience issued by the Pension and Disability Insurance Fund of North Macedonia;
-
statement from the author(s) confirming they meet the conditions according to Article 10 of the Law on Textbooks;

statement from the author(s) that the manuscript has been checked for content and technical aspects, information is referenced, and there is no plagiarism;

if author’s name differs from the name on the certificate/diploma, proof of identity must be provided;

statement of linguistic editing or proof of passing a proofreader’s exam (original or notarized copy);

statement from the publisher confirming copyright clearance for illustrations in the manuscript.
5. FINAL PROVISIONS
5.1. Manuscript offers that are submitted after the deadline or do not meet the conditions of this Call will be rejected.
