Public call for submission of requests for approval of foreign language textbooks for nine-year primary education

 

According to Article 18, paragraph (1) of the Law on Textbooks for Primary and Secondary Education (“Official Gazette of the Republic of North Macedonia” No. 3/25), the Ministry of Education and Science - Pedagogical Department announces the following Public Call for the submission of requests for approval of foreign language textbooks for nine-year primary education.

 

PUBLIC CALL

for submission of requests for approval of foreign language textbooks for nine-year primary education

 

Subject of the Public Call:

I. Submission of requests for approval of foreign language textbooks for primary education for the following subjects:

 

1. English Language (first foreign language) for Grade I of nine-year primary education,

2. English Language (first foreign language) for Grade II of nine-year primary education,

3. English Language (first foreign language) for Grade III of nine-year primary education,

4. English Language (first foreign language) for Grade IV of nine-year primary education,

5. English Language (first foreign language) for Grade V of nine-year primary education,

6. English Language (first foreign language) for Grade VI of nine-year primary education,

7. English Language (first foreign language) for Grade VII of nine-year primary education,

8. English Language (first foreign language) for Grade VIII of nine-year primary education,

9. English Language (first foreign language) for Grade IX of nine-year primary education,

10. Italian Language (second foreign language) for Grade VI of nine-year primary education,

11. Italian Language (second foreign language) for Grade VII of nine-year primary education,

12. French Language (second foreign language) for Grade VI of nine-year primary education,

13. French Language (second foreign language) for Grade VII of nine-year primary education,

14. French Language (second foreign language) for Grade VIII of nine-year primary education,

15. French Language (second foreign language) for Grade IX of nine-year primary education,

16. Russian Language (second foreign language) for Grade VI of nine-year primary education,

17. Russian Language (second foreign language) for Grade VII of nine-year primary education,

18. Russian Language (second foreign language) for Grade VIII of nine-year primary education,

19. Russian Language (second foreign language) for Grade IX of nine-year primary education,

20. German Language (second foreign language) for Grade VI of nine-year primary education,

21. German Language (second foreign language) for Grade VII of nine-year primary education,

22. German Language (second foreign language) for Grade VIII of nine-year primary education,

23. German Language (second foreign language) for Grade IX of nine-year primary education,

 

Foreign publishers, registered in their respective countries for publishing activities, may submit requests for textbook approval as outlined in Section I of this Public Call through a legal representative in the Republic of North Macedonia, with a maximum of one textbook per grade for one foreign language subject.

 

 

II. Request Submission with Required Documentation:

 

The legal representative of the foreign publisher must submit the following documents to the Pedagogical Department:

1. A request for approval of a foreign language textbook for each grade separately.

2. The name of the foreign publisher and their legal representative.

3. Proof of registered publishing activity for the legal representative of the foreign publisher from the Central Registry of the Republic of North Macedonia, issued in the last three months.

4. A notarized declaration from the foreign publisher confirming registration for publishing activities, translated by an authorized (court) translator.

5. If the country where the foreign publisher is registered does not issue the documents required in this Public Call, the Pedagogical Department will accept a notarized declaration from the foreign publisher certified by the competent authority in that country.

6. A notarized power of attorney authorizing the legal representative in the Republic of North Macedonia, translated by an authorized court translator.

7. A notarized and translated contract, signed in the foreign publisher`s country, between the legal representative and the foreign publisher, confirming the supply and distribution of the approved textbook until the expiration of the decision’s validity, in accordance with Article 19, paragraph (10) of the Law on Textbooks for Primary and Secondary Education.

8. Five printed copies of the foreign language textbook and one electronic copy, without additional work materials.

The obligations of the legal representative of the foreign publisher are defined in Article 21 of the Law on Textbooks for Primary and Secondary Education (“Official Gazette of the Republic of North Macedonia” No. 3/25).

 

III. Deadline for Submission of Requests:

 

The deadline for submitting requests for the approval of foreign language textbooks is March 28, 2025.

Interested foreign publishers and their legal representatives can download the curricula and the Concept for Textbook Development from the website of the Bureau for Development of Education: www.bro.gov.mk.

Requests submitted after the deadline or with incomplete documentation as per Section II of this Public Call will not be considered.
