July and August update - Twinning Project “Further support to the implementation of the National Qualifications Framework” funded by the EU MK IPA 17 SO 01 21

 

 

The holiday season did not deter the Twinning project partners from continuing their work and focusing on the next priorities. Among them - a very important 10 year anniversary of the Macedonian Qualifications Framework (MQF). The partners agreed that activity 3.1.3 dedicated to development of communication tools and various visibility/information materials for promotion of NQF (such as: leaflets, brochures, promotional articles, online communication and information) and their dissemination to education institutions, VET providers and other interested parties, would be the perfect bridge to a visibility event promoting MQF that shall take place in October this year.

The first mission under this activity took place from 3 to 7 July, 2023. Lithuanian and Slovenian experts: Ms. Živilė Navickaitė-Babkin and Mr. Aleksandar Sladojević used the timeframe to provide methodical assistance and briefing while developing draft communication tools and relevant information materials including a public relations campaign intended to communicate to the target groups clear and understandable messages for better understanding and visibility of NQF and NQF digital register; traditional and alternative communication tools; as well as proposals for optimizing „free channels“. The experts met with colleagues from the Ministry of Education and Science responsible for public relations and NQF, with representatives of the NQF Board and the Sectorial Councils, as well as with representatives of the VET Center and the Adult Education Center. During the meetings, the experts presented the first draft of the NQF communication campaign "10 years of MQF: qualifications for a better future". The fruitful discussions led to updates of the draft campaign. Additional necessary materials were also drafted, to accompany the campaign: video scenario, one pager, communication plan for social media, conference concept note and conference draft agenda. All participants at the mission agreed that close and effective cooperation between the Press Unit, NQF Unit and the Twinning project office would be essential in order to implement all activities indicated in the communication campaign plan.

The second mission under the same activity was organized from 28 August to 1 September, 2023. To ensure continuity, Slovenian expert Mr. Aleksandar Sladojević had the responsible task to further develop the communication tools and various visibility/information materials for the promotion of NQF. To this end, meetings were organized with BC experts from the Press Unit and NQF Unit at the Ministry of Education and Science, as well as with RTA counterpart. The purpose of the meetings was to get feedback from the colleagues on the outputs of the previous mission and to plan the steps ahead. Since organizing an international conference promoting NQF and designing several communication tools to accompany it, requires many efforts, dedication and focus, all participants at the mission agreed that a roadmap identifying key tasks would be very beneficial. This would especially be helpful for ensuring coordination among the colleagues.

 

As a result of the discussions, the expert prepared an updated version of the communication tools and visibility materials for promotion of NQF. Next steps would include design, approval and distribution of the materials to education institutions, VET providers and other interested parties, thus attracting their attention and ensuring better outreach of the international conference.
